• Purpose: HI-EMA seeks a public relations firm to advise on public affairs matters, emergency and disaster public information, education programs, and coordination with state and county officials, media, and private organizations.

• Background: HI-EMA, under the Department of Defense, is Hawaii's emergency management agency. It coordinates among county agencies and operates the State Warning Point and State Emergency Operations Center.
